Colonel Gaddafi’s Legacy? Unregulated Libyan weapons ‘flood’ Syria

AFP Photo / Philippe Desmazes
With a massive stockpile of loosely-supervised Gaddafi-era weapons, Libya resurfaces as a key player in the Syrian conflict, with more reports emerging that rebels get material through official and rogue channels, despite UN condemnation.
“It is just the enthusiasm of the Libyan people helping the Syrians,” explained Fawzi Bukatef, a former revolutionary commander, who has recently been appointed as ambassador to Uganda, to the New York Times.
According to the paper, Qatari C-17 cargo planes – capable of carrying a payload of more than 70 tons – have landed at least three times in Libya this year, each time to pick up a shipment of weapons that were then taken the Turkish-Syrian border, and passed onto the rebels.
Earlier this week, British-Libyan arms dealer Abdul Basit Haroun boasted to Reuters that weapons reach Syria not only by numerous charted flights, but also on ships – concealed among humanitarian aid.
The process is not controlled by the weak central government; instead, a handful of opportunistic middlemen have emerged.
"The authorities know we are sending guns to Syria," Haroun said. "Everyone knows."
Libyan assembly member Tawfiq Shehabi said the government tacitly supports the activities of dealers like Haroun, himself a brigade commander during the successful uprising against Muammar Gaddafi in 2011.
"After the end of the war of liberation, he became involved in supporting the Syrian revolution... sending aid and weapons to the Syrian people," said Shehabi. "He does a good job of supporting the Syrian revolution."
Kornets anti-tank missiles
Haroun and others insisted that they work according to an “above-board” scheme, whereby rebels initially approach the Supreme Military Council of the Free Syrian Army (FSA), the moderate wing of the rebellion against President Bashar Assad, which then asks Turkey, the gateway for the majority of weapons, to sanction a shipment.
Once shipments – which initially comprised mostly light weapons, but have more recently included Soviet-era Kornets anti-tank missiles, and Konkurs-M guided rockets – arrive in Turkey, they are then distributed among the assorted rebel units.
As the rebels do not fight under a single command, pre-agreed formulas are used to make sure that various brigades are armed proportionally to their manpower and needs, according to Safi Asafi, a coordinator commander on the border who spoke to the New York Times.
Asafi said that the weapons were not officially distributed to “blacklisted” groups, such as the Al-Qaeda-affiliated Jabhat al-Nusra, but that this was merely a formality, with the extremist Islamists simply purchasing the weapons from the “approved” units.
A report by Time magazine at the end of last month showed that weapons trafficking is not restricted to the semi-official channels, with shadowy backers driven by ideology, religion and profit managing to set up separate deals.
The piece detailed a negotiation between a former Libyan anti-Gaddafi fighter, and a group of leading Islamic organizations fighting Assad. The Islamists said that they did not recognize the authority of the FSA, and described their commanders as “corrupt failures”.
The people involved described the talks – conducted in a hotel on the Turkish side of the Syrian border – as a routine, and everyday occurrence, as volunteers, mercenaries and arms dealers congregate in several border towns.
Restrictions on official weapons supplies to rebels by their sympathizers in the West and the Arab world have been in place for most of the past two years, and have made it almost inevitable that a haphazard weapons trade would boom around the conflict that is estimated to have taken more than 90,000 lives the UN estimates.
Nonetheless, the United Nations has severely criticized Libya for proliferating weapons at “an alarming rate”.
A report released in April said that Libya, whose substantial stockpile is largely controlled by tribal militias and even private citizens, is “enriching the arsenals of a range of non-State actors, including terrorist groups.”
It is unclear if the torrent of badly-controlled shipments will be stemmed, now that most Syrian allies have lifted their weapons supply restrictions, or if the trade will move to arm those not catered for by official channels.

Israel used Palestinian minors as human shields, detain and torture - UN

Reuters / Ibraheem Abu Mustafa
Thousands of Palestinian children were systematically injured, tortured and used as human shields by Israel, the UN Committee on the Rights of the Child reported. Israel’s foreign minister denied the report’s accusations, calling it "recycled old stuff." During the 10-year period examined by UN human rights experts, up to 7,000 children aged 9 to 17 were arrested, interrogated and kept captive, the UN Committee on the Rights of the Child (CRC) said in its new report. At least 14 cases of abuse were reported to have taken place in the past three years. As conflict in the Gaza Strip and West Bank continues, children on both sides continue to be killed and wounded; however, the majority of victims are Palestinian. "Hundreds of Palestinian children have been killed and thousands injured over the reporting period as a result of the state party military operations, especially in Gaza where the state party proceeded to [conduct] air and naval strikes on densely populated areas with a significant presence of children, thus disregarding the principles of proportionality and distinction," Reuters reported, citing the CRC’s report. It was revealed that the IDF used Palestinian children to enter potentially dangerous buildings, forcing them to stand as human shields to discourage stone-throwing at military vehicles and troops. "Almost all those using children as human shields and informants have remained unpunished and the soldiers convicted for having forced at gunpoint a 9-year-old child to search bags suspected of containing explosives only received a suspended sentence of three months and were demoted," the watchdog's panel of 18 independent experts said. Throwing stones at soldiers of Israeli Defense Forces (IDF) is the most common felony for which underage Palestinians are taken to prison – convicted Palestinian minors face penalties of up to 20 years in jail, the CRC reported.

"Palestinian children arrested by [Israeli] military and police are systematically subject to degrading treatment, and often to acts of torture, are interrogated in Hebrew, a language they did not understand, and sign confessions in Hebrew in order to be released," the report said. Children are fitted with leg chains and shackles to appear before military courts, and are often held in solitary confinement. The committee blames Israel’s “long-standing occupation” of Palestinian territory for the “severe and continuous violations of the rights of Palestinian children and their families."  Many Palestinian children are denied birth certificates, health care and education, as well as basic needs such as clean water. Israel – which disputes the international stance that its West Bank settlements are illegal – denied the accusations. The Israeli Foreign Ministry accused the UN report of “recycling old stuff” that carries “no importance.” "If someone simply wants to magnify their political bias and political bashing of Israel not based on a new report, on work on the ground, but simply recycling old stuff, there is no importance in that," Reuters quoted Foreign Ministry spokesperson Yigal Palmor as saying. According to Palmor, officials from the ministry and the military cooperated with UNICEF in March for its work on the report. He claimed the effort was aimed at improving the treatment of Palestinian minors in Israeli custody. "Israel will study the conclusions and will work to implement them through ongoing cooperation with UNICEF, whose work we value and respect," he said back then.

Moscow blasts UNHRC's 'Hezbollah-focused' resolution on Syria

Russia's Foreign Ministry has slammed the UN Human Rights Council resolution, which condemned Hezbollah’s role in Syria, for ignoring crimes committed by “mercenary-terrorists from abroad” fighting in the rebels’ ranks.
The council has denounced the Lebanese Hezbollah movement for supporting the government of Syrian President Bashar Assad, but stopped short of calling for a halt to the flow of weapons into the country.
The text, which was passed Friday, had been presented by Britain, Kuwait, Saudi Arabia, Turkey, the United Arab Emirates, and the United States, which all back the opposition forces in the two-year conflict.
“The resolution is biased and counterproductive,” Russia’s Foreign Ministry said in statement on Saturday. “It is directed against the government of Syria and ignores the crimes committed by the radical opposition.”
“The document condemns the involvement of Hezbollah in the conflict. But its authors aren’t concerned that thousands of well-trained, armed and lavishly paid mercenary-terrorists from abroad are fighting in the war. The atrocities of jihadists are ignored, including those against religious minorities, women, and children.”
The ministry stressed that an attempt “to legitimize the Syrian National Coalition” is made in the resolution, while many other moderate opposition groups, which pledged to respect human rights and expressed willingness to participate in the Geneva Conference on Syria, are left aside.
There was no consensus over the document in the Human Rights Council itself, as Venezuela voted against the text and nine other nations abstained.
The Russian statement also pointed out that several Arab states, which previously backed the resolution, in the end refused to become the co-authors of the document.
Moscow sees it as direct evidence that “an increasing number of countries don’t intend to put their signatures under the confrontational endeavors of the HRC, which work against the political and diplomatic settlement in Syria and aren’t aimed at improving the situation with human rights in this country.”
The UN Human Rights Council resolution was adopted a day after the US announced that it will arm rebels after having obtained what it said was proof the Syrian government using chemical weapons in the conflict.
