US-Japan war games off the California coast imitate Chinese invasion

The US and Japan are preparing for a possible Chinese invasion of the Senkaku Islands. Using a small island off the coast of California, US and Japanese forces are mimicking an armed invasion and an amphibious assault to prepare for a real-life scenario.
The unprecedented drills, code-named Dawn Blitz, are being conducted on San Clemente Island, which is 75 miles northwest of San Diego, the Christian Science Monitor reports. They began with an assault led by 80 US Marines and three MV-22 Osprey aircraft, and were followed by a Japanese counterattack using 1,000 troops and two warships. Although Japanese officials claim they are not preparing to target a third country, the exercises have made Chinese officials uncomfortable.
China and Japan have long disputed the Senkaku Islands, which are located in the East China Sea but which the Japanese government purchased from private owners in 2012. The islands are uninhabited, but believed to hold rich oil and gas deposits. The purchase triggered violent protests that tens of thousands of Chinese took part in, and harmed Sino-Japanese relations.
In the months after the purchase, the Chinese navy practiced military exercises near the islands, and joint US-Japanese naval drills subsequently occurred in the waters of the island chain. The latest drills off the California coast are only adding to tensions regarding the Senkaku Islands. Chinese officials reportedly objected to the drills, but their concerns were ignored by Washington, the Christian Science Monitor reports.
"We're aware of China's objections, but from a Japanese and US perspective, the object of the exercise is to build a powerful deterrent and demonstrate that the two forces are seamlessly connected – to show the Chinese that they are battle-ready," an official source familiar with Dawn Blitz told the Monitor on condition of anonymity. "There is nothing unusual in that."
The exercises began just two days after President Obama met with Chinese leader Xi Jinping at a California summit on June 8. But even though some believe the US is in a tricky position, the official does not believe the US is in the wrong, since the US-Japan security treaty requires the country to help Japan deter any attacks on its territory.
"I don't think Dawn Blitz puts the US in a tricky position," the official said. "They started the drill just after the Obama-Xi summit to avoid any diplomatic repercussions. But the fact that Japan and the US went ahead with the exercise also sends a message – that they are on the same page when it comes to deterring possible Chinese aggression."
Lt. Gen. Koichi Isobe, Japan’s vice chief of staff, told reporters that Japan’s self-defense forces (SDF) need to develop the capabilities to ward off any attacks that might occur on the remote islands.
"The defense of remote islands is a pressing issue, but the SDF [Japan's self-defense forces] has just begun training to develop such capabilities, which are required of US Marines," Japan's vice chief of staff, Lt. Gen. Koichi Isobe, told reporters. "Japan needs to determine its defense strategy and procure necessary equipment and train SDF members for this purpose."
The US has publicly refused to take sides regarding the Senkaku Islands, but its training exercises with Japan may inadvertently cause a shift in its neutrality.

Supreme Court guts Civil Rights-era voting protection, siding with 'Old Confederacy'

A divided US Supreme Court voided a central part of the Voting Rights Act, a law put in place during the Civil Rights movement to prevent historically racist states from creating obstacles to voting, Tuesday.
Chief Justice John Roberts delivered the Supreme Court’s opinion in Shelby County vs. Holder on Tuesday. The 5-4 decision, evidence of clear partisan lines in the nation’s highest court, was celebrated by Southern states and criticized by President Barack Obama for declaring federal oversight on state election changes unconstitutional. Roberts did not specify which, if any, part of the Constitution the rule violated.
Section 4 of the Voting Rights Act (VRA), invalidated by Tuesday’s decision, explained the formula used by Congress to identify regions of the US subject to extra scrutiny when local lawmakers try to change election rules. Section 4 was the precursor to Section 5, which gives the federal government the power to “preclear” any state or local changes in election rules that could potentially prevent minorities from voting.
Both the Justice Department and individual voters were able to file suit if they believed a state or local municipality was instituting a law that would put undue burden on a specific demographic, a protection that saw its end on Monday.
Under the formula, Congress singled out states based on their history of past abuses. Most of the states affected by the ruling are in the South, where politicians frequently signed laws meant to silence the black population by way of making their votes count less through redistricting and other tactics. The VRA of 1965 nullified the systemic discrimination allowed by the Jim Crow laws, adopted in the century following the abolition of slavery.
States that prevented African Americans from, in addition to other infractions, registering to vote, voting of running for office were singled out by Section 4.
The Supreme Court’s majority ruled that, because the VRA was enacted decades ago, Congress must use updated criteria to determine which states are subject to the federal oversight. In a seeming contradiction, the Court cited the VRA’s success in protecting an equal voting system as a reason to void Section 4.

Roberts asserted that “things have changed dramatically” over time. Since 1965 voter registration, voter turnout and the number of African American political leaders have all vastly increased, Roberts claimed, “in large part because of the VRA.” Yet Roberts and four other justices called for new criteria not “based on decades-old data” and voter suppression methods, such as literacy tests, that have been rendered irrelevant by Section 4. Roberts' claims are wrong, though, some reporters pointed out on the day.
“The regions covered by the part of the Act that was struck down, Section 4, have, in recent years, been twice as likely as those not covered to have proven violations under other sections of the Act,” wrote The New Yorker’s Amy Davidson.
Without a new formula for Section 4, which most experts agree is unlikely after years of Congressional gridlock and polarization, Section 5 of the Voting Rights Act cannot be implemented.
Roberts also wrote that Congress “cannot justify the considerable burdens created by Section 5,” despite overwhelming numbers in each chamber voting to reauthorize the VRA in 2006. In the seven years since that renewal, 31 discriminatory voting laws were blocked by Section 5, according to The Nation magazine, with six of the nine southern states covered by Section 4 enacting new voter suppression laws since 2010.
“Texas’ voter ID law, which was blocked under Section 5 by a federal court last year and could disenfranchise up to 800,000 registered voters without government-issued photo ID, will immediately go into effect,” wrote Ari Berman in The Nation. “The states of the Old Confederacy will return to the pre-1965 playbook, passing new voter suppression laws that can only be challenged, after years of lengthy litigation, in often-hostile Southern courts, with the burden of proof in those subject to discrimination, rather than those doing the discriminating.”

Mississippi Secretary of State Delbert Hosemann, who serves in one of the states previously covered by Section 4, announced Tuesday that the “process for implementation of Constitutional Voter Identification begins today.”
Chief Justice Roberts was joined in his opinion by Justices Anthony Kennedy, Antonin Scalia, Clarence Thomas and Samuel Alito. Justices Ruth Bader Ginsburg, Stephen Breyer, Sonia Sotomayor and Elena Kagan dissented. Each of the Justices in the majority was appointed by a Republican president, while the dissenters were appointed by Democrats.
President Obama said he was “deeply disappointed” by the ruling.
“Hubris is a fit word for today’s demolition of the VRA,” Ginsburg wrote in her dissent. “Congress approached the 2006 reauthorization of the VRA with great care and seriousness. The same cannot be said of the Court’s opinion today. The Court makes no genuine attempt to engage with the massive legislative record that Congress assembled … One would expect more from an opinion striking at the heart of the Nation’s signal piece of civil-rights legislation.”
Ginsburg, appointed by former president Bill Clinton in 1993, noted that the “racial polarization in voting” means the issue is especially pressing today. While Ginsburg delivered her remarks, though, Alito visibly rolled his eyes in dismissal, leading to gasps from several audience members.
“His treatment of the 80-year-old Ginsburg, 17 years his senior and with 13 years more seniority, was a curious display of judicial temperament, or, more accurately, judicial intemperance,” wrote Washington Post columnist Dana Milbank. “Typically, justices state their differences in words – and Alito, as it happens, had just spoken several hundred of his own from the bench. But Alito frequently supplements words with middle-school gestures.”
Congressional leaders pledged discussions on Section 4 over the summer, but admitted doubts over whether Republicans and Democrats would be able to agree on the issue.

Germany investigates Nazi commander found living in US since 1949

German prosecutors announced Monday that they are opening an investigation into a former commander of a Nazi SS-led hit squad who has been living in Minnesota since 1949. 94-year old Michael Karkoc concealed his past when he entered the US more than 60 years ago, saying he did not carry out any military service during World War Two.
But records obtained by the Associated Press under the Freedom of Information Act showed that he was an officer and founding member of the SS-led Ukrainian Self Defense Legion in 1943 and an officer in the SS Galician Division.
The Legion is accused of torching villages and killing civilians in Poland.
But the evidence dug up by AP, although it shows that Karkoc’s unit was in the area, does not link him directly with the action.
Kurt Schrimm, the head of Germany’s special prosecutor’s office, which is responsible for investigating Nazi era war crimes, said he has opened a preliminary investigation to find further documentation and proof.
The only charges that can be brought against Karkoc are murder or accessory to murder, as under German law all other offences fall under the statute of limitations.
Germany has taken a tough line on former Nazis and those involved in Nazi war crimes and has insisted they must be prosecuted regardless of their age or health. Last year John Demjanjuk, a retired car factory worker from Ohio, died at the age of 91 while appealing his conviction that he took part in war crimes working as a guard at the Sobibor extermination camp.
Poland’s National Remembrance Unit has also announced that prosecutors are reviewing files on Karkoc’s unit for any evidence that would stand up an extradition request. The organization’s separate investigation found that Karkoc’s unit was involved in the Nazi suppression of the 1944 Warsaw Uprising against German occupation and the killing of civilians in the village of Chlaniow in southeastern Poland.
Those finding were reportedly confirmed by the AP investigation.
The fact that Karkoc lied about his war time service may also see him extradited from the US as the Department of Justice has deported dozens of suspected Nazi war criminals who falsified the true nature of their war time service.

400 US troops to deploy to Egypt

More than 400 US soldiers are preparing for their deployment to Egypt in anticipation of violent protests, riots, and the possibility of having to protect the country’s border with Israel.
Training at Fort Hood for a nine-month deployment in the “near future” concluded on June 20, KCEN-TV reports, noting that the soldiers encountered Molotov cocktails and “other dangerous items” in their training.
“Just what I’ve seen over the course of the past week, this unit is already far more ready for this type of threat than we were last week,” Lt. Matthew Wilkinson told the television station. According to KDH News, the training lasted about six months. “We want to be as professional as possible so that whatever situation we may encounter, [so] the opposing force knows that we mean business and we know what we’re doing,” said PFC Perez Alexander.
Troops from 13 nations, including the 400 from the US, will man posts and security checkpoints along the Sinai Peninsula, report any peace treaty violations between Egypt and Israel, and be prepared to respond to threats.
A spokesman of the Egyptian armed forces on Saturday confirmed that 400 US troops will be deployed to Egypt, Ahram Online reports.
"The 400 US soldiers coming to Egypt as mentioned in the media are part of the periodical renewal routine for the US faction of the 13-state multinational force deployed in Sinai since the peace treaty. They are not armed with military operations gear," said spokesman Ahmed Ali on behalf of the Egyptian military.
“We are providing this clarification as we respect the right of the great Egyptian people to know the truth from its original sources and to prevent distortion of information by any instigators,” he added.
Anti-government protests calling for the removal of Egyptian President Mohamed Morsi are scheduled to occur on June 30. Since the 2011 uprising that removed former president Hosni Mubarak from power, the Sinai Peninsula has suffered growing unrest and disorder, but Egypt’s military presence there is limited under the 1979 Egypt-Israel Peace Treaty. The treaty required that Israel’s armed forces withdraw from the Sinai Peninsula, which the Jewish state had captured in 1967. Egypt was required to keep the area demilitarized, but in during widespread 2011 protests, Israel agreed to allow several hundred Egyptian troops into the region.
The Multinational Force and Observers (MFO), which is made up of international peacekeepers from 13 countries, ensures that Israel and Egypt abide by the treaty and avoid a military build-up along the border. The MFO operates checkpoints, observation posts, and patrols the border. The observers also verify the terms of the peace treaty at least twice a month, and ensure free marine navigation in the Strait of Tiran.
Russia mulls jail terms for rehabilitation of Nazism

Russian MPs are drafting a new bill proposing up to 5 years in prison for justifying the crimes of Nazis and their collaborators as well as questioning the actions of the allies during WWII. The new draft law has been prepared by a group of MPs representing the United Popular Front – a relatively new movement that supports Vladimir Putin and parliamentary majority party United Russia. It amends the existing part of the Russian Criminal Code entitled “Crimes against peace and humanity’s security”.
The main sponsor of the bill – MP Irina Yarovaya – drafted a similar document in 2009, but then the government said that it would need an extensive review from historians and legal experts. Now the MPs claim this work has been done and the draft has undergone the necessary changes. The current version suggests the same sanctions as the older one – fines of up to 300,000 roubles (about $9,500) or up to three years of jail for individuals. The same offense committed in an official position or with the help of the media carries a harsher punishment – fines of between 100,000 and 500,000 roubles (about $3,100 - $15,500) together with the ban on occupying a number of posts for up to three years.
The difference is in the more precise definitions. In particular, the bill establishes the Berlin Declaration of Germany’s Defeat, dated August 2, 1945, as a document listing both the aggressor-nations and allies who fought against Hitler’s Germany. The same document confirms that the allied forces in WWII were defending international peace and security.
The formula of the crime is defined as “denial of the sentence passed by the international military tribunal as well as the denial of the fact that the actions of the anti-Hitler coalition were aimed at preserving the international peace and security.” “Distribution of knowingly false information about the actions of the allied armies connected with charges with various crimes, including the artificial creation of evidence” is also listed as a criminal offense.
In comments MP Yarovaya said that it was the Soviet Union together with other coalition countries who really fought Nazism “and any attempts to give a different interpretation or appraisal of the Soviet Army’s role and significance during WWII contradicts both the objective historical data but also the international legal acts”.
The politician added that other nations already had similar laws, protecting the historical truth as stated by the Nuremberg Tribunal from revision.
Investigators claim government falsified TWA 800 air crash probe
Former investigators of the TWA Flight 800 airplane crash have revealed that an explosion came from outside the plane, thereby contradicting the government’s conclusion that the fatal crash was an accident. The investigators claim they were silenced from telling the truth by their superiors, and were forced to conclude that the 1996 crash was an accident sparked by a fuel tank explosion. In a new EPIX film called “TWA Flight 800”, the former National Transportation Safety Board investigators communicate their beliefs that an outside explosion was responsible for the deadly crash that occurred nearly 17 years ago, killing all 230 people on board.
The documentary film revolves around the crash of the Trans World Airlines Flight 800, a Boeing 747-131 that exploded and plunged into the Atlantic Ocean off the coast of New York on July 17, 1996. The plane had been en route from New York to Paris, but went up in flames over the Atlantic Ocean, just 12 minutes after take-off from John F. Kennedy International Airport. There were no survivors, and some speculated that the plane might have been the target of a terrorist attack. Several witnesses alleged that they saw a streak of light moving toward the aircraft before it exploded, leading some to believe that an anti-aircraft missile or rocket was responsible for the explosion. But an NTSB report drawn up after a 16-month investigation concluded that the “accident” was a result of faulty wiring that caused an electrical short circuit in the fuel gauge line, thereby resulting in a devastating fuel tank explosion. All NTSB employees and investigators were forced to stand by this conclusion, whether or not they believed it, the film’s producers said in a statement.
“These investigators were not allowed to speak to the public or refute any comments made by their superiors and/or NTSB and FBI officials about their work at the time of the official investigation,” the statement says.
Despite the NTSB’s report, some Americans continued to believe that the plane was fatally struck by a missile or rocket. They were termed conspiracy theorists, and their beliefs long overshadowed by the government’s official conclusion. Pierre Salinger, a former Press Secretary for John F. Kennedy and a reporter for ABC News, claimed he had seen proof that the US Navy shot down the plane. He argued that the government covered up the truth to hide the agency’s fatal mistake.
Salinger’s evidence was an e-mail from Richard Russell, a former United Airlines pilot who had obtained a videotape of radar screens from the night of the TWA explosion. But Bob Francis, the former vice chairman of the NTSB, told CNN that Salinger was “an idiot” who “didn’t know what he was talking about” and was “totally irresponsible”.
The crash is considered the third-deadliest US aviation accident in history, but the now-retired NTSB investigators featured in the documentary are hinting that it may never have been an “accident” at all. Interviews with members of the NTSB team will air on EPIX TV next month, on the 17-year anniversary of the deadly crash. Six whistleblowers featured in the film are expected to expose the government’s cover-up of an incident that may have been an attack, a grave mistake by the Navy, or some other external force, if their claims are true. The producers of the film say that the NTSB investigators do not speculate about the source of the external explosion, but simply contradict the government’s official report.
“This team of investigators who actually handled the wreckage and victims’ bodies, prove that the officially proposed fuel-air explosion did not cause the crash,” the producers said in a statement. “They also provide radar and forensic evidence proving that one or more ordnance explosions outside the aircraft caused the crash.”
Tom Stalcup, co-producer of the film, told CNN that the documentary provides “solid proof” of the external detonation.
“Of course, everyone knows about the eyewitness statements, but we also have corroborating information from the radar data, and the radar data shows an asymmetric explosion coming out of that plane – something that didn’t happen in the official theory,” Stalcup added.
The film’s producers have submitted a petition, demanding that the NTSB reopen its investigation using new evidence provided by the documentary. A number of former investigators have signed the document. The film has the potential to solve the mystery of a deadly crash in which no survivors were left to testify about its cause. Although the retired NTSB investigators do not speculate about the cause of the attack, a previous incident may provide some insight into the realm of possibilities behind it. On October 4, 2001, a Russian commercial airliner en route from Tel Aviv to Novosibirsk crashed in the Black Sea, causing the fatalities of all 78 passengers onboard. A number of reports surfaced after the incident, claiming that a Ukrainian anti-aircraft missile was fired at the aircraft. For days, Russian and Ukrainian officials dismissed the theories. But on October 12, officials admitted that the plane had indeed been shot down.
''The metal parts found in the plane and a few of the bodies closely resemble -- in shape and weight -- the shrapnel that stuff the S-200 missile,'' Yevgeny Shaposhnikov, a member of the investigation team, announced in 2001. ''Ukraine's evidence that all missiles fired during the training either hit their targets or self-destructed is not convincing.''
Ukrainian officials admitted that they had mistakenly shot down the Russian Tu-154 airliner. The cause of the Tu-154 crash was revealed days after it occurred, but the mystery of the TWA Flight 800 still remains. But with NTSB investigators providing evidence of an external explosion, new details about the 1996 crash may soon arise.
